Staff Analysis of the Legislation

 This legislation prohibits counties from taking any action or spending any funds on policy recommendations that would infringe upon private property rights without due process. It also prohibits counties from accepting grants or contracting with any organization enlisted by an organization made up of several nations to implement a policy adopted at a 1992 Conference of Environment and Development.
